The other day I promised to make a little Painter tutorial for the amazing , she already kicks my ass so badly at everything, I can't imagine what she'll be able to pull off with Painter!
Anyhow I hope this helps. My painting method is kinda cheap though -_- I need to learn how to use the program better myself.
It ends up lookinf fantastic! If I ever get that program, first thing I'm gonna do is come and check this tutorial all over again.

Btw, the idea behind using a mid-tone for the initial background comes from the fact that each color influences the other colors around it. A white/light background would make your colors look lighter and a black/dark background would make it all look, well, dark.
And would you have any idea where I could find Painter/ any other art program for Mac? ...preferably one that wouldn't cost over 600% ><
